Designing a defensible approach to measuring digital maturity across government

The Digital Transformation Agency (DTA) measures digital maturity across government. For the results to be useful, agencies of very different sizes and functions need to be scored in a way that is fair to each, and the method needs to show change over time rather than a single snapshot.

The DTA owns its maturity model and runs the assessment. What it needed was specialist analytical and statistical support inside its own team.

DMS joined the DTA team as specialist analytical support from June 2025. Our assigned work covered four areas.

• We contributed to refining the DTA's digital maturity model.
• We defined measures and scoring rubrics for individual maturity pillars, so a score can be applied consistently from one agency to the next.
• We considered how differences in agency size and function should shape what is measured and how it is scored.
• We developed approaches for analysing maturity over time, so later rounds can be compared with earlier ones.

Specialist analytical and statistical input to the DTA's digital maturity measurement, provided by DMS people working inside the agency's team rather than as a separate deliverable.

The DTA had specialist measurement and statistical expertise inside its team while it developed the model, its measures and its approach to tracking change over time. The same expertise now shapes the Digital Maturity Assessment DMS offers its own clients.
